SPARC is committed to laying a foundation for a child’s lifelong success by providing accessible and comprehensive early intervention, education, therapy, and family support services for children with developmental delays, disabilities, or complex health conditions. We envision a community where everyone is understood, supported, loved, and accepted for exactly who they are. SPARC has been serving Skagit County families since 1964.
Skagit County Parent to Parent offers emotional support, resources, educational seminars, social and recreational events for Skagit County families whose children have developmental disabilities or ongoing health care needs across the lifespan. Skagit County P2P has been serving Skagit County since 1993. Service begins at 10:30 a.m.

Heather Milliren works as the Program Manager of Skagit County Parent to Parent. Years ago, Heather’s career pathway shifted from teaching elementary school in Whatcom County to supporting and educating parents and community members here in Skagit County. Her firstborn was born with severeto-profound hearing loss which opened a whole new world of adventure and opportunity to serve our neurodiverse community. Heather is a longtime state and federal advocate for children and youth with special health care needs and their families. She is the parent of three incredible adult children and one adorable grandchild.
